In general the 2019 documents look good. Some of the following are repeats of comments I had made on the 2018 documents for which the BOE had replied, "Will resolve in future production." However no changes were made in the new documents in those areas and the same comments still apply in 2019. For example, the missing "and date" was not added although "will resolve in future manual" was the reply I had gotten for my original comment. Page 74: In next-to-last paragraph: accomodate -> accommodate Page 91: With the new Q/A reflow, the image now hides part of the text. In the third answer, after 'If the voter's address is not' should be 'in Wake County, write "not in county." Information from some Quick Guide pages was copied into the Manual. I won't repeat here the corresponding QG comments from below. If the QG information is edited, do the same for the appropriate Manual pages. I may have more comments after I get the hardcopy version of the manual; it is much easier for me to review the hardcopy than the PDF. Also, after I have seen the 2019 CJ Pocket Guide, I may then have some related comments on the Manual. Registration Table Quick Guide (2019.v.1) ------------ ----- ----- ----- No comments. Ballot Table Quick Guide (2019.v.1) ------ ----- ----- ----- 1) In the class for the 2018 election we were told to open each ballot box on Tuesday morning to again verify that the number and style of packs in the box matched the label on the box. Is that still what should be done? If so, it isn't mentioned in the BTQG in the "Tuesday Before Opening Polls" section. 2) For the 2018 election we were told specifically not to include leading zeroes for the Ballot Style written in Section A of the ATV. If this is still true (not just an option), it isn't mentioned in the "Ballot Table Flow Chart". Help Table Quick Guide (2019.v.1) ---- ----- ----- ----- 1) First bullet in "Monday Setup" section has typo: "on near the Help Table" --> "on or near the Help Table" All Officials Quick Guide (2019.v.1) --- --- ----- ----- ----- 1) Under "Tuesday Before Opening the Polls", the placement of the "No Campaigning" signs is still not mentioned. This has been pointed out for at least two elections. Voter Assistance Quick Guide (2019.v.1) ----- ---------- ----- ----- 1) There is an inconsistency between two sections of the VAQG. The third bullet under "Monday Setup" on the "Checklist" page says "Set up and test the Curbside Alert System outside .... Do not leave it outside overnight." However on the "Curbside Alert System Instructions" page under "Monday Setup Instructions" item 4 says "Do not take the sign outside until election morning." At my polling place we always take the curbside sign outside during Monday setup. This is so I can show the assigned people how to arrange everything (A signs, curbside alert system, cones, etc.) so they will know how to set up things Tuesday morning when I may not be too available to show them. Doing this at Monday setup also lets them make suggestions then about how to improve the proposed arrangement. More about this was in the above-mentioned 2018 comments. 2) Under "Common Tabulator Error Messages and Solutions (continued)", the last item, "Printer Timeout - Abort Printing?", says "open the Emergency Bin". This looks like it was just copied from some of the previous solutions and doesn't sound appropriate for the printer running out of paper. 3) The "Ballot Jam Flow Chart" procedure sounds a lot better than what was documented for the M100. Specifically I assume the "Was the ballot counted by the Tabulator" answer may somehow be unambiguously displayed by the DS200 instead of having to count voters in line, compare that count to the last ATV number, etc. that had to be done with the old system. I hope I am reading this correctly. I assume I'll know more after attending the upcoming DS200 show and tell. Laptop Quick Guide ------ ----- ----- Chief Judge Pocket Guide ----- ----- ------ ----- Not yet published. I'll comment on these when I see them. M100 vs. DS200 Differences ---- --- ----- ----------- If you don't already have one, I think it would be very helpful to create a document summarizing the differences between the M100 and the DS200. I have the feeling the differences are substantial for the precinct officials, although not for the voters. Jeff Knauth
